For you who is the best villain (either in anime or any movies). Mine is Team Rocket (Jessie and James and Meowth) in Pokemon and of course Adolf Hitler.

The Grey Fox is also an infamous thief in the video game "The Elder Scrolls: Oblivion"

I'm going to jump on the bandwagon and say The Joker. Only Heath's interpretation though, the others always failed to scare me. Bane was a more evil batman villain in general, but the most recent joker was downright perturbing.
