You can have as many 31s as fate/AR allows, there is no limit. But you're right, no hacking is allowed here *Reports*

You could always ask someone to breed it for you. Or breed it yourself. It's kind of a set in stone rule that you don't use hacked Pkmn here. Some people will allow ones that have legit stats, but perfect across the board is for all intents and purposes impossible to get, so that would be considered illegit.
