I wonder if Dusk Lycanroc can learn Head Smash since it is the strongest contact attack.

Since the Midday and Midnight forms were unable to learn it, I'm likely guessing the same is true for Dusk Form. In fact I expect it to get the typical movepool of the other two forms.
 
Head Smash does not suit Lycanroc so it is not surprising that it does not get it.
