Choose starters for the 'Blah' region!

Your goal here is simple: Choose the starters for the 'Blah' region. Why 'Blah', you ask? Well don't. I'd like to see the results of this. :)

You can have as many choices as you wish, but the first two have different requirements. You must choose actual Pokemon.

Rules (All Choices)
You must choose 3 starters.
Mega Evolutions do not count as evolution stages here.
All starters must be basic stage.

Rules (First Choice)
First starter and it's evolution stages must have Grass type.
Second starter and it's evolution stages must have Fire type.
Third starter and it's evolution stages must have Water type.
All starters must have 2 stages ahead of them.
Your starters can not be one from the banned list.

Rules (Second Choice)
First starter and it's evolution stages must have Grass type.
Second starter and it's evolution stages must have Fire type.
Third starter and it's evolution stages must have Water type.
All starters must have 1-2 stages ahead of them.
All starters must have the same amount of stages ahead of them.
Your starters can not be one from the banned list.

Bulbasaur, Charmander, Squirtle, Chikorita, Cyndaquil, Totodile, Treecko, Torchic, Mudkip, Turtwig, Chimchar, Piplup, Snivy, Tepig, Oshawott, Chespin, Finnikin, Froakie​

...Do I really have to say that it must be an actual Pokemon? I personally thought it was obvious enough.

This seems like an outlandish thread; one of which has captured my interest! Though, it's quite limited given that not many Pokemon hold three evolutions, and are of the following types.

Grass:
Initial Stage: Seedot
Secondary Stage: Nuzleaf
Final Evolution: Shiftry

Fire:
Initial Stage: Litwick
Secondary Stage: Lampent
Final Evolution: Chandelure

Water:
Initial Stage: Lotad
Secondary Stage: Lombre
Final Evolution: Ludicolo
