Because at least 50% of PC's regulars from a few months ago have either become inactive or left completely. This has caused the people who still visit to forget about those members, and therefore have less people to vote for.

I guarantee you that if you bring that rule in, half of the people won't vote, and the other half will vote for people they met just a few minutes before.
