Yes, you don't need the nationaldex to have it.

my question is
If i had pokemon that wasn't in the sinnoh dex b4 getting a nat dex and i traded him b4 getting nat dex would it ever be recoreded that i once had one?

yeah, it will show up in the dex once you get the national dex.

thanks! i only understood the pokemon that learn it by leveling up, how do you make em learn by breeding?
Umm you breed a pokemon that knows curse (Male) with a female pokemon that you want to know it. They will have babies (well an egg) that will be the species of the female pokemon. and woila, a lv1 poke that knows curse.
make sure you can breed the tow first though

Assuming it has a decent Ground attack, then give it a Lucky Egg and fight the Rich Boy, east of the resort. He has a Luxio at a high level, plus it gives Attack EVs.
