The Lati@s trick in RSE - Get the acro bike, a repel, and a pokemon with a level under 40, and go to the patch of grass right above Slateport. Hop in place for a LONG time, and eventually they will come(if you use the repel)

I've been doing this for an hour now, and still nothing.

    Does it work?

I have not seen Latias, BTW.

I'm sure that won't work. You actually need to keep switching areas.

    Are you sure?

This is what it says in the FAQ:

    Requirements:
    -Acro Bike
-At least 1 Defeat of the Elite 4
    -At least 1 Max Repel
-Something hard and heavy that you can place on a single button of your GameBoy:P

    Method:
Here's what you do. After you've defeated the E4, go to any patch of grass (really, it doesn't matter where) in Hoenn and use your Max Repel. Equip your Acro Bike. Then, place your heavy object on your Game Boy in such a way that it holds down only the B button. Watch the screen and make sure that your character is bunny hopping, but is remaining in the same spot. He is? Great. Now leave your Game Boy alone for an hour or two. No, I'm not kidding. Go away for a good long while, and then come back. Don't bother watching, 'cause this method usually takes time to work. Anyway, when you come back, you (Should) have run into Latios/Latias.

    Here's why it works:
Latias/Latios works in much the same way that the Legendary dogs did in G/S/C. He/She changes regions frequently, and will do so even if you stay in one region all the time. This method works on the theory that, if you wait in one region long enough, he/she'll eventually meander into it, and then you'll encounter the wily Pokemon. The Max Repel will keep other Pokemon away from you, and the bunny hopping simulates walking through the grass without wasting steps and exhausting your Max Repel.

So now you should have run into the elusive Latios/Latias. What happens next is up to you. I always used a master ball, because I hate chasing them around. But if you want to do it the hard way, just remember that once you've run into Latios/Latias, you can track him/her but everytime you go to a different location the location for Lati@s will change - look at the area page for that Pokemon in your 'Dex. It'll show the current location of him/her. Of course, this is provided you don't make him/her faint. That's it, people. Happy hunting!

I've been doing it for 2 hours now, and they haven't come...

I haven't tried... I just accidentally ran into him while i was looking for a Luvdisc, just below Ever Grande!
On Entei in Leaf Green i borrowed my friend's Entei(lvl 100, accidentally got deleted when i restarted the game, he wasn't happy after that... but he stole my Mewtwo!)

How is that relavant? Does anyone have hard evidence for this matter?

Ok...I'll keep you posted...right now the duct tape holding down my b-button keeps coming off...progress is sllooooooooooooooow

I guess since you don't have to do anything you aren't really wasting your time, but that is definitely not the best way to do it. If you want a quick way, do this:

    - Place Lv40 Pokemon in the lead.
    - Fly to Mossdeep
    - Surf North and then West until you get to Route 124.
    - You will find a small island, which is the Shard Collectors house.
    - Save your game.
    - Use Max Repel.
    - Surf up and down the west coast twice.
    - If Lati@s hasn't shown up, walk into the house and walk back out.
    - Surf the coast again.

This works because every time you go in and out of the house, Lati@s will change routes. You can run through this process until you have burned through about 10-20 Max Repel, and then if no Lati@s, simply restart your game. Since Lati@s movement is random, there is no sense in wasting a lot of Max Repel is there? I have ran through the game more times than I can count (easily over 50) as I like to get items/TMs from that game and transfer to them to my other game so I always have plenty without cheating. Each time I have caught (and in most cases released) Lati@s, it has taken under an hour.

    Good luck.

You could also use the route between Mauville and The Berry Master's House and Route 120, just keep walking between them and he should pop up...
    I caught it that way!
Or you could just keep looking for something else, and you might run into him when you least expect it!

As long as you can find two routes with grass/water, then you should be able to find it. I used one of the water routes near Mossdeep because it was easy just surfing around, fight five wild Pokemon, if Lati@s doesn't appear, then switch and repeat. You can go about it on land as well, and what shanecdavis said about the shard collectors house. There are several places to do this; it's just up to you which one to use.

I reallt do not think that is ligitament...honestly...latias and latios travel a move everytime u enter some place new...so it is all basically by luck and chance...

How far away is that route near Mossdeep? I chose the house mainly for convenience in getting there, but if that route isn't much further, that is much easier and would even save more time.

I would still definitely put Lv40 in the lead (preferably Breloom or Smeargle with Spore) and use Max Repel than having to battle 5 Pokes every time.

It does work, but it takes a while. My friend did it, and it took a bit over four hours.

I've tried it and trust me it does not work. I was going around looking for faqs as well when I tried to find latias and I ran across that one

I seriously think you're wasting your time. Even if the method did work (which I'm pretty sure it doesn't because moving legendaries only move after a new map is loaded or you encounter them), there's a much less time-consuming way to go about doing it. You should just find the right location (i,e. look in your pokedex), and if it's relatively far to close by just walk. If it's not at this step, just keep moving.
Anyways, once you're near the legendary, keep switching back and forth between one map to another (by walking) until Lati@s is on your route. This works because traveling legends tend to stay in circles around one area before moving on.

Actually, there is a route about eight tiles south of Mossdeep, and since Mossdeep has wild encouters, you can switch between route 127 and Mossdeep City until you run into the lati@s.

    jumping does not work

the way i found latias in sapphire was to fly to mauvill and keep going onto the four routes around it until it was on the route that i was walking on.

that was the easiest and best way for me

Man, where were you two years ago when I was blitzing through Ruby over and over? LOL

Great info, thanks. I will definitely share it with my sons.

Nope, that with changing to Mossdeep doesn't work...
    Lati@s can't appear in Cities/Towns...
(ha! i knew soething shanecdavis didn't!)
I chased it in the Area Tab for Months, so i know where it can appear.
