No. They're completely separate from each other. Infractions are (obviously) what mods gives if you've behaved badly. Referrals on the other hands, are what new members give you when they sign-up.

Example: A friend of yours is signing up for PC, he/she can refer you, simply saying that it was thanks to you that they're here.
