Does anyone know how to enter the secret room and win the shiny Eevee? I just saw a video in YouTube that shows this event.... Please help me

There's not a special in-game event to get a guaranteed shiny Eevee in FRLG. The only way to get an Eevee at all is to breed one or get it from the Celadon Mansion, both which have a (very slim) chance to be shiny.

So I imagine that either a) this video you saw was lying/making things up, or b) it's a hacked version of Fire Red (Fire Red is one of the most popular bases for ROM hacks) and so you'll need to figure out which ROM hack in particular it is, and then go to the right part of our ROM Hacking section to ask this question.

I don't think it was a hack rom, there's a room in island 7 that there's an old lady, the door is blocked by some parcels, he said that if he have some items event for Lugia and ho oh makes the door available to enter and reclaim the shiny Eevee....

I wanna know how to get this two itens

But IAM not 100% sure about this video because the door exist but in serebi does not have any information

You can't. I'm pretty sure they're locked behind Japanese exclusive events. It's e-reader only for the Japanese games. The video you watched must have been an edited version of the game. And looking into it, that room in the Japanese Version is to battle the old woman only. It's not for Lugia or a Shiny Eevee. The Lugia event is locked behind the MysticTicket in these games. So, that room has nothing to do with it.

That place that you're talking about it only unlocked in the Japanese games via special e-Reader cards, and there's no Shiny there: after scanning e-Reader cards, you can battle trainers in that house and that's pretty much it.
