Evolved pokemon at weird levels

    So I've been playing a lot of Gold lately and there's been two instances in Kanto where I found evolved pokemon at much lower levels than they should be in the wild. The first was a level I think 12 Pidgeotto on that one route above nugget bridge. The second was a level 6 Furret on route 1. I caught it. Has anyone else seen weird levels on evolved pokemon in the wild?
     
    In Yellow, you can find lv.9 Pidgeotto in the Viridian Forest and lv.24 Venomoth in the Safari Zone. Oh, and in all GenI games, it's not uncommon to find Metapod or Kakuna as low as lvl.4

    This phenomenon is a bit more common in GSC as I recall seeing wild Furret, Noctowl, Ariados, and Ledian as low as lvl.14 before.
     
    It's normal- Falkner has a LV9 Pidgeotto, but Pidgey doesn't evolve until LV16 or so.
     
    It happens, it's not as rampant as in Generation I, but it is still rampant.

    And as demonstrated in Gen. II by Team Rocket, there are methods of making Pokemon evolve early using a special radio signal, which could explain Falkner's haxor Pidgeotto (No one ever said he was a good guy!), and other wild Pokemon.

    Rocket radio signals might have been in use in Generation I, explaining the uber-Kakunas and Metapods.
     
    Just like the others above said, and this cont. to all the way to generation 4 like the lv 4 Staravia and lv 10 Golbat in DPPt

    I always looked for the level 9 Pidgeotto in Yellow's Viridian Forest. It was a killer.
     
    yeah man its normal, the other day i was trying to catch a geodude in platinum but kept finding gravelers at lv 23, geodude evolves at lv 25.
     
    These things happen all the time. I'm glad that they gave it an explanation in GenII.
     
    Couldn't your Pokemon evolve earlier if they had maxed happiness, I remember on my Silver my Cyndaquil evolved at lvl 10.
     
    It is weird, but its better to have a evolve pokemon at a lower level, because once you start training it. The better stats it gets. (Ev)
     
    Underleveled Evolutions

    I was fishing and caught a level 19 Dragonair. O__O I traded it for a Salamence on the GTS though.
    Anything like this happen to you guys?

    Doesn't matter when it evolves. All EVs are calculated along with the base stat of the Pokemon. As long as it is fully evolved at level 100, then you can evolve as late as you want and still have 100% benefit from EVs.
