    Illegally tampered copyrighted software may not be posted or linked to.
    Including ROMs, "warez" or cracks, no software that has been illegally tampered with, or distributed outside its legal means, should be linked to. This includes original BIOS or firmware files for any gaming platform. ROMs are copyrighted materials, and the distribution of them without any copyright holding is prohibited.

    That just means you are not allowed to post links (URLs) that lead to material such as:


    • ROMS
    • warez/cracks (pirate versions of commercial software)
    • BIOS and firmware (data used to control basic operations for the CPU)
    And basically material without copyright. In other words, illegal stuff.
     
    I don't think you're allowed to release roms at all. If you're releasing something such as a Rom hack or a rom related item, you have to create a IPS Patcher I think.

    Someone correct me if I'm wrong

    Like Sweet Speed, if you want to release a beta or alpha of a hack you made, you need the Lunar IPS patcher. I think you can release the rom itself, but your hacked rom, not the original FR/LF or RSE rom. The rules say that posting a rom here is illegal.

    It is my understanding that no ROMs are to be distributed. Whether they are hacked or original, it's still against the rules to post a link to them here.

    If you want to distribute your hack, then you must create a patch for it using Lunar IPS. It extracts all the new changes you made to the rom and saves that as a file.

    A patch is not illegal as it contains no copyrighted materials, unlike a ROM.
