I have a Swampert for that role, but I don't really like Swampert (he fails). Maybe Walrein?
Walrein is a totally viable bulky water, i've used him before but in a hail team. Even managed to take a garchomp out with him once 0.o . Outside of a hail team he can still work but not nearly as well.
