Have you checked in A-map the view radius of the trainer or if the checkbox for trainer is selected (Or with a 1 in A-map 1.95)? It could be also you placed the trainer overworld over another person event.

Person events with movement permission "No Movement" will fail to utilize their View Radius value. If this is the case, change to any other movement permission (preferably not "Look Down" due to an infamous soul-swapping glitch) and your battle should trigger from a distance.
