Heres something I did just last night, drawn under 5 minutes. Kirlia supposed to be drunk XD and Ralts is just....there (random nickle for size). This is what happens when you draw in notebook margins for a few years :P

I could tell you, but then I'd have to kill you, or maybe myself, as I could never live it down. Basically, I'd say it's one of those things you'd have to find on your own terms, but if Housyasei-san wants to point you in the direction, then it's fine with me. All I know is, I cannot allow myself to be held responsible for...um...stuff. >.>
But as long as we bring the pictures to you (by which I mean everyone here), then everyone gets the benefit! ^_^
I've heard a couple of theories of Teleportation, not just involved in Pokemon, but in other cases where it's used as well. One common theory is that teleportation is nothing more than a being moving at light speed. When moving that fast, everything else does not seem to move. The problem with this is that the being in question would have to avoid colliding with anything during this phase.
Another theory is that the being creates sort of a worm-hole or interdimensional rift if you will that alters space and time around them. Usually in this case, the hole is created, and said hole is used to travel to a desired location. A variation of this is using oneself as some sort of device to tear through space and time. In this case, the body just disappears. According to the Pokemon anime, this seems more likely as the bodies tend to fade out as opposed to disappear lighting quick like, say, Pikachu in Smash Bros. using Quick Attack.
I think I rambled on enough up there. I wonder who'll find the time to read that? Those theories don't belong to me, by the way. I'm just summarizing stuff I've seen from various forums.

At any rate, what do you mean by arm movements, Poliwhirl? The typing, head resting on palm, etc? Whatever the case, the way I do it is to just watch a whole lot of cartoons, and see how they move. You don't want to over complicate things by drawing a bunch of unnecessary frames.
That's bad. I'll admit it. I've never really been able to explain how I'm able to do this stuff. But honestly, though, watch a lot of cartoons and do a frame skip (if you have them on DVD or VHS). You can learn a lot by that alone.
And in terms of bad art, I guess that's really sorta relative. There are some childish pictures, but they're cute. And then there are some really detailed pictures featuring a darker tone and a near realistic human face (as best as I can describe it). That stuff scares the heck outta me, and while I'll save it regardless, I'd never show it (unless for example).
