Hi! I'm new here, and I want some help on romhacking gen 3... since I'm new to this whole thing in general.
I'm going to just cut to the chase: here's what I'm trying to do.

    1. I want to change the movesets of wild pokemon. I don't know how to set their default movepools.
    2. I want to give wild pokemon multiple movesets and give them basic strategies. For example, if I wanted to give a wurmple the FEAR set, and have it follow the
FEAR strategy as one of multiple possible movesets. (This includes items!)
    3. I want to create unique instances of a species having far higher stats than normal. I don't mind having to create an additional, identical index for said pokemon
since this will be specifically for giving trainers uniquely powerful pokemon.

What I already have / know how to do.
    1. I already have Advancemap, Gen3HS, AdvanceTrainer, a script / hex editor, and PKHex.
    2. I know how to use AdvanceTrainer and PKHex.
    3. I have a vague understanding of Gen3HS and a basic understanding of Advancemap.
    4. I have the rom and mGBA. (ofc.)

I don't know C, but I have a competent understanding of programming in general; enough to understand anything technical provided, given I get a basic explanation. I also have 0 idea how to read or use a hex editor.

Lastly: This isn't a full-blown hack or anything like that. I'm basically tweaking emerald, with maybe a new area at most. I just want this information in specific.

    Thanks!

Unfortunately you've fallen into the trap of old guides. All those tools you're using right now (yes, all of them!) have recently been replaced by a tool called HexManiacAdvance. The old tools were really buggy and could potentially break your rom so I strongly recommend you switch to the new standard. HMA handles all the edits they can do but better and safer. It can do the goals you've listed too. You'll probably find it far easier to continue your work using HMA
