YOU DON*T HAVE A SITE! I'm not giving you the layout just because you want it. You need to already have a site...
And STaLIS, Although knowing PHp and HTML is good, Java/script might nt be as good. The point to Simplicity is to make it simple enough for everyone to enjoy it. And Many people have Java/script disabled on their computers (Talk to SA), which means it's useless to them. And although colored scrollbars might seem cool, they're often concidered "Amature", which is why I don't use them. But CSS does MUCH (Much) more then just color your scrollbars :P. And you need to learn that, because the whole layout is coded with Stylesheets (Css).
And I have looked through the coding of your site, and much of it isn't valid HTML. Among other things you don't have quotes around some attributes. You got unclosed tags, and you put your style info on the page itself instead of in a CSS file.
But no worries. If you win I'll show you the ropes ;)
P.S. Looking at your layout I don't see any good reasons to why you're using frames o_O?
