Fantina's stupid Mismagius. Her other Pokemon were cake, but for some reason that Mismagius had a higher speed than everything I had at the time and would always destroy me. Shadow ball would crush almost everything, if that didn't do it, that Magical Leaf of hers would kill me. Gosh.

Fantina is a piece of cake if you play Diamond and have a Skuntank.
 
Gardenia's Roserade can be brutal
 
I'm going to have to go with Volkner because I had three Pokemon that were weak against Electric types on my team and they were Staraptar, Drifblim and Empoleon. None of the had Earthquake or any other ground type move at the time so it was difficult.

To be honest, Byron. I really don't go into the Pokemon meta game that much, so I have a harder time with Steel types than most, due to the enormus amount of resistances they have(despite all this, Steven was the only champion I beat in the games, mostly because a new game released a few weeks later caught my interest before I went to the Elite Four, usually a Mario game).
 
Fantina. Every. Single. Time.

I just find her Mismagius to be impossible in D/P and only marginally easier in Pt while her Gengar/ Haunter also hits pretty hard. I usually need to plan ahead in the game and raise a Pokemon tailor-made to deal with her. Maylene and her Lucario also get an honourable mention.
 
Volkner was the gym leader I had the hardest time with in the 4th generation games. His electric type pokemon kept my team paralyzed. It took for 4 attempts to beat him.
 
To be honest, it was Fantina of all people. Drifblim and Mismagius were a pain. Why she was harder to beat than Volkner's Electivre, I have no idea.
