There is no first gym? All battles are held under standard rules, which can be found in the rules thread for this forum. If you need a tier list, Smogon.com provides it.

Just check the smogon tier system. Ubers are banned from all gyms, only NFE's in the Poison gym, only NU + BL in the Dark gym, only 3 OU/BL/Limbo's max in my Rock gym, and the rest are open.
