To answer your question, you must defeat the Sage at the top of Bellsprout Tower. (The last one on the last floor)

oh, i'm way past him.... actually, i already beat the first 8 gyms- which TM/HM is it? i don't know japanese :)

Maybe strange, although I doubt that since the Power Plant is being used in these games, they'd just let a legendary sit in there either...

Strnage or not though - that's a legit image - Zapdos can be found there.

He used to give ya Berry in G/S/C

Anyways guys how am I suppose to Fly? When I click on Pidgey just normal Summary, Switch and Item boxes appear...
 
It's on the left of the list when you click your Pidgey.
