5th Gen How far in Black/White 2 is Route 14?

After beating Black for the first time, I finally decided to play Pok?mon White 2. I downloaded a ROM online and just started playing it today. I was browsing through the Pok?dex online, and I now REALLY want an Altaria (I plan to breed for a shiny), but just found out that you obtain one on Route 14 or the Abundant Shrine. To anyone who has played one of these games before, how far in the game would I be before catching my Swablu, like in gym badges? Would it be worth using by then?

It's 6 badges in, just south of Undella Town. You can use it well in Drayden's gym and Rival battles I guess.

Like the others said, it's near Undella Town. So basically after getting the sixth badge.
