Animated .gifs often surpass the filesize limit set to the avatars for regular members on PC. That's probably the issue, the file may be too large.
As an additional note, higher ranks in PC (Supporters, Staff) enjoy less limited size requirements for their avatars and profile pictures, etc. That's why you'll probably see staff members use bigger avatars than you are allowed to upload.
There's a field in Microsoft GIF Animator and probably whatever else can edit GIF images (e.g. Photoshop) called "Duration (1/110 s)", making that number lower is how I got my avatar small enough in filesize; also, removing every other frame may help if you can afford to do so.
Here's some extra infomation try to get a animation editor and save into photobucket delete your image and save it onto your computer then add it on and then it should work
