A moving avatar/signature is just a .gif! You can find a .gif on practically anything you wish with a quick Google search. Of course, you could always make them yourself as well, or request someone to make a set for you in our Art & Design forum! To get them to work here, you've got to make sure that they're within the size (data-wise and pixel) limits of the forum. For signatures, click here! For avatars, the pixel limit is 130 x 130 and data size 1.00 MB.

Adding on to what he said, supporters and staff have bigger pixel limits as follows:
Silver Supporters: 150 x 150
Gold & Crystal Supporters: 180 x 180
Platinum Supporters: 200 x 200
Staff members by default have the same pixel limit as Gold/Crystal Supporters, but they can have 200 x 200 if they are a Platinum Supporter.

The forums have a character limit/word limit for posts. Your posts need to have four words/25 characters in order to be submitted on the forums. There are some sections on the forums where this doesn't need to happen, but that's the general rule for PC.
