There'z a dizzcuzion about it in the ruby/saphire zection, try looking there^_^ It'z at Mt.Pyro (or whatever) and it'z really rare though.
 
Yeah it`s found on Mount Pyre. You can only find it during PM Hours on Sapphire and you will have a 20% chance of seeing it. And on Ruby it is found during the AM Hours and you have a 60% Chance of finding it
