[Graphics] I want to change every tile of fire red. How do i start

I asked this question on the thread of Le Pug,"tile insertion for dummies", but no one answered.
What if I want to change every tile in Fire Red?
Its a dumb question but i cannot understand how to replace the existing tiles with new ones. Will I have to change tiles of tileset 1?

Any help will be appreciated. Thanks! =D .

You will have to change every tileset in the game then. I suggest starting with the first, yes.
