Is playing a rom af a game you don't own is bad and illegal?

I can't say I'm an expert on this, but as far as I know, simply making use of an emulator or playing a ROM Hack isn't illegal. Or at least if it is, it's so very impractical to try to arrest or sue every rando playing one that nobody bothers to. You never really hear of people getting arrested or anything just for obtaining and playing a ROM or using an emulator.
So basically, don't worry about it, you'll be fine, millions of people have been playing on emulators and ROMs for many years.
Whether or not it's "bad" as in there's some moral issue with it, well....piracy is a "problem" that is entirely the result of corporations not making (some of) their products easily accessible for a reasonable price. Nobody should feel bad for entities that exist for the sole purpose of hoarding wealth and have been robbing the working class for eons--the corporations are the real pirates.
