Astute observation; the great Colonel would be nigh doomed should that occur. I actually doubt that any of them would even need to use their aquatic powers to defeat him; he is no faster than any other mere pyromancing mortal and therefore Zabuza could easily fell him with a Silent Killing Jutsu.
