To catch Jirachi in R/S First get a wish tag, then go to the white rock outside the space station, then use the wish tag and then the devonscope to reveal lv 70 Jirachi!
Tocatch Deoxy get Jirachi at no.1 in your party then go to MT.PYEIR and a lv.70 Deoxy will be there!!!!!!!!!!!!!!!!!!!!!!!

only true way to get Deoxy or Jirachi: get it from nintendo promotion, or do it the illegal style XD

Yes its false, there is no way to get Jirachi or Deoxy with out a gameshark, thats for now (mabe on one of the Pokemon GC games).
