Forget. Even hitting for the maximum amount of times, which doesn't always happen, the base power is still so low that it would do less damage than surf and way less than hydro pump. While in specific situations the priority could be helpful, i would not rely on it as Greninja's only stab, and wouldn't be crazy about having two water moves either when I could put coverage there.

Learn on Latios as it is it's signature move.... though maybe even then replace it later on.
Forget otherwise as it's just a weaker version of Psychic... with less PP for some reason.

Forget, there are better phasing moves that work on pokemon regardless of level, and also can deal some damage.

On a normal playthrough it would usually be a forget.

Swagger?

Forget. It could backfire with your opponent getting a giant attack raise, then hitting you with that, instead of itself in confusion.
