Learn, it's the signature move of Latios, has a cool name and was always a pretty strong attack move at 70 base power with that 50% sp defense drop, and now that the damage output is even stronger it's become a better move than psychic, and a definite learn!

Yes, I'll learn it. I like to learn Pokémon signature moves, if they are any good, and this one has a fairly nice amount of power, that 40% chance to drop accuracy can also be a gift.

It's cool that it always goes last, as long as you don't get K.O.'ed or flinch, but you should have enough bulk to survive and use it anyways right? No need to invest in speed when you have that. And decent power with stab. It forces the foe to be switched out, a neat secondary effect! It can be a great counter if they are charging an attack like Solarbeam or Sky Attack!

I wouldn't teach it to anyone else due to the Defense drop though, so forget for every other Pokemon.
