I am one of the people who believes in the multiverse theory. This is the idea that our universe is one of many inside a larger body of space, and there are unknown billions of big-bangs and big crunches (The universe imploding, basically the opposite of the big bang) happening across this 'multiverse' at any one time. Each of these big-bangs will yield a different result, due to the rapid expansion of a singularity being an unstable process. Over athe course of time, one of the bangs may yield a pokemon as a result.

Okay Arceus is the god of all pokemon world things and did come before Mew who is the ancestor of aall poke mon on EARTH. Its like God existing and creating Adam. from Adam came Eve and lots more people. From Arceus first came the pokeemon who represent time and space. Dialga and Palkia. Then came Mesprit, Azelf, and Uxie. The human quality pokemon.
We've already covered that.
Then theres Giratina, the alternate dimension of earth depiction. Darkrai and Cresselia represent the opposite phases of the moon watching over you at night. Shaymin represents reproduction and mother nature.
Until the next movie that comes after Dialga VS Palkia VS Darkrai is released, we don't know what Giratina is for. Darkrai and Cresselia both oppose and harmonize, but not as opposite phases of the moon. Darkrai has no relation to the moon whatsoever; its power lies in darkness. As for Shaymin, you might have a point there. However, we have already covered all of this as well.
Jirachi is the diety of Palkia as Celebi is to Dialga. On earth Groudon represents the continents and his diety is heatran. Kyogre is representing the oceans and his diety is manaphy.

The continents were separated by Regigigas and his descendents the mineral trio. Ho oh is the protecter of Johto and is linked to the beast trio. Lugia is the protecter of the seas and is linked to the flying trio.

Mewtwo is artificial like castform and the porygon concept. Deoxys is a just rare space pokemon. Ive also thought that Darkrai could be the devil pokemon if there is a god pokemon.
I'm not sure if Castform was really created by mankind. I'll have to check on that again. Also, Darkrai's not a devil. Sure, it uses nightmares and darkness as its powers, but that doesn't make Darkrai a demon. If you watch Dialga VS Palkia VS Darkrai, you'll see that the nightmares are used to communicate with those it otherwise doesn't trust. Besides all this, we've already covered all this as well.
In the 5th generation itll be hard to come up with legendary concepts but we still have not seen pokemon representing the sun and the planets.
Palkia, the deity of space, represents all that lies in space, if anything at all.
Also rayquaza represents the sky.

Because the makers of Pokémon haven't thought of them yet, or they simply won't exist.
there have all ready been moon pokemon so if gamefreak was to base their choices off of what youre saying there would be no Groudon, Rayquaza, or kyogre.
