I was wondering about this too, and I can never find Smogon's announcements half the time, so I just went and made a team with Mega Gengar on it and did an Ubers battle with it.
It let me use it, so that must mean that Mega Gengar was not banned from Ubers.

The current suspect test it over, but that doesn't mean that they can't/won't suspect test it again (Keldeo was suspect tested multiple times last gen but was never banned). And I'm pretty sure that they won't just go and ban it anyway despite the results of the test; if they wanna ban it, they'd have to go through the suspect test process again.Whew, well that's an initial wave or relief, but does this mean that its suspect test is concluded now, and it won't suddenly be banned from play anywhere under any circumstance by them in a week or so suddenly?
I'm just hoping it's still usable because they gave up on the initial idea of banning something from the banlist, not because they still can't decide, and just haven't implemented a choice either way; for an impending sudden removal of it.
I have to admit, it's rare for a suspect-tested Pokemon to not get banned but again as Zekrom said above it's happened the same with Keldeo during 5th Gen. Anyways, nice to see that it's not going to be banned from everything because that would have made competitive history.
i would say the ban of swagger itself made competitive history in gen 6
This gen's all about Swagon making history banning things they're not comfortable with in the mega. Er, sorry meta. Good on them though for not banning Megengar from being banned in their banned tier.
