Yeah google translate did a massive crap on it but if you scroll further down there are images of some cards and past megaman characters so they might implement cards into it. Could be a TCG game.
 
I searched "Rockman Sound Rangers" in Google, and found that it's a special event for the Sound Rangers game. That's a game for iOS, and it's a RPG/rhythm game. Japanese users can play through 8-bit renditions of MegaMan songs. There's Cutman, Snakeman, and--my personal favorite--Flashman. I love Flashman's theme.
