Most Developed Pokemon?

In the anime, Pokemon go through development as well, so I'm going to ask which Pokemon of any of the main characters, do you think received the most development? It can be from any series, this is not an exclusionary question to the X/Y series.

From what I remember watching the anime there are three Pokemon who stand out for having good development, Turtwig, Chimchar and Froakie and their evos. From those three, I would have to say Chimchar. His development was simply amazing and some of the best development in the series as a whole I think. From learning to trust Ash, defeating his fear of Paul, overcoming the challenges of his ability Blaze, and finally his triumphant victory over not only Paul but Electivire, his clear rival on Paul's team, to reach the seminfinals of the Sinnoh League. I'd even say Chimchar's development is in the top 3 best developments in the whole series, both Pokemon and main characters.

Probably Charizard and Infernape, with Sceptile and Greninja coming right behind.

Turtwig was horrible. Its pretty much the only pokemon to actually get worse after evolving. It also has the least personality of any of Ash's grass pokemon. Just came across as a duller version of Bulbasaur, and just didn't have the personality of it or Treecko, or the female personalities of Bayleef and Snivy.

Infernape, Torterra, Greninja, Sceptile, Krookodile and Charizard are probably the ones I remember off the bat.

Gliscor and Mamoswine are probably somewhere close behind. Also Serena's Eevee.
