Moves Pokemon SHOULD Have, but Don't

Quiver Dance for someone else would be nice. With the exception of Volcarona it would be cool to see someone that isn't a bug learn it. After all, Scraggy and Crawdaunt learn Dragon Dance. Whoever mentioned Ludicolo learning it is a genius!

Grass Type Lilligant learns Quiver Dance by Level up.

Cacturne really should be able to learn Earthquake.

Kyurem has hands made of ice. Noe, Game Freak, explain to me why it doesn't have Ice Punch.

If Pidgey can learn Fly, why can't Butterfree, Yanmega, and a bunch of others?

I think Kyurem's hands are likely very weak, but I'm also thinking about why he doesn't learn Icicle Crash either. That move would have been perfect for Black Kyurem to be able to run an all-physical set, but alas the lack of good physical Ice moves means it has to settle on a mixed moveset while its counterpart can run rampant with special STABs.

As for all those Bug/Flying-types not learning Fly, I guess it's because Game Freak believes that flying insects are incapable of lifting humans.

For small flying bugs, like Butterfree, Beautifly, and Dustox, it makes sense to not be able to carry a human for so long. Bigger insects, like Scyther and Yanmega, look like they could carry a human on their back.

Zapdos: Air Slash
Kyurem: Superpower, Earthquake, Icicle Spear, and Icicle Crash.
Zekrom: Earthquake and Superpower.
Camerupt: Flare Blitz
Samurott: Sacred Sword and Close Combat
Barbaracle: Waterfall

Snorlax not learning Slack Off and Zangoose not learning Cut... what a travesty. I'm definitely going to incorporate some of the ideas in this thread into my upcoming FireRed hack. A few more:

Gyarados - Outrage
Machamp - Sucker Punch
Aerodactyl - Screech and Crunch (has Crunch now, but not before Gen 4)
Gengar - Fly (Episode 23: Gastly family can fly, and when Ash turned into a ghost he was able to pick up Misty with no problem, so Gengar should be able to carry a human as well)
