So I've got this adamant Speed Boost Venipede in my PC box that I wanna turn into a fairly versatile Baton Pass Scolipede.

Scolipede @ Black Sludge /Mental Herb
- Swords Dance / Iron Defense
- Baton Pass
- Protect
- Megahorn / Poison Jab

What are your thoughts on the best EV spread for this thing? A cursory glace over a Smogon suggested 248 HP/208 Sp.Def/52 Spd, but I think it might need a bit more bulk than that...

That EV spread is spot-on. Scolipede has more useful physical resists than special ones (that, and its Defense is admittedly decent and it will be boosted by Iron Defense anyways) and the heavy Special Defense investment helps out against weak to moderate special hits.
 
Best clefable/meganium/swampert/empoleon sets? X/y moves only

Really, Clefable is the best option on your list:
-Calm Mind
-Moonblast
-Moonlight/Wish
-Heal Bell/Flamethrower/Stored Power/Protect
Nature: Bold
EVs: 252 HP/252 Def/4 SAtk
Item: Leftovers
Ability: Unaware/Magic Guard

or

Why Meganium? It's honestly outclassed by virtually every Grass Pokemon in standard play (Mega Venusaur, Breloom, Ferrothorn, heck even Amoonguss, Chesnaught and Tangrowth are better). Bit of you insist:

-Energy Ball/Petal Blizzard
-Dragon Tail
-Synthesis/Leech Seed
Nature: Calm/Careful
EVs: 252 HP/4 Def/252 SDef
Item: Leftovers

Swampert pretty much needs move tutors to be effective (Stealth Rock, Ice Punch, Superpower). But this is the best it can do with X/Y moves:
-Waterfall
-Earthquake
-Avalanche
-Stone Edge
Nature: Adamant
EVs: 204 HP/252 Atk/52 Spe
Item: Choice Band
Ability: Torrent

or

And for the grass types i already have most of them want some more variety.what would you recomend for amoongus?

Hammer Arm is the only viable Fighting option for Swampert, but it does lose out on some power.

-Giga Drain
-Hidden Power (Fire)/Sludge Bomb
-Clear Smog/Stun Spore

hey there. Is blissey still viable OU? if so, what kind of set up am I looking at (moves, nature, evs, etc.) ?
Blissey is still viable in OU. Here's a set for you:

thanks, this sounds pretty good to me. I almost totally forgot about aromatherapy thanx for reminding me. If it really came down to it though, would you choose calm or bold? I would naturally think bold but, im no expert xp

Bold is the better nature, despite Blissey's terrible Defense.

I have to disagree. Magician is highly situational and it's not as effective without the non-Normal Gems. Delphox is outclassed by other Fire Pokemon, tbh:

-Fire Blast
-Psyshock
-Hidden Power (Ice)

I'm trying to make a NU team for single battle and I want to use Delcatty. Any set ideas?
So far for moves i'm thinking fake out, sucker punch, wish, and play rough. Maybe give it a leftovers or life orb, and adamant or a speed boosting nature.

Delcatty sucks, tbh. Its pre-evo level stats seriously prevent it from using its wide movepool to good effect; Baton Pass is the best it can do:
-Calm Mind
-Hyper Voice

Item: Leftovers
Ability: Wonder Skin

yeah i was afraid of that. i was hoping i could get away with it since i would be using it against other NUs. last question then, is it pretty much useless even in it's own tier and i should find something else or would it have a chance?

As I mentioned, Delcatty is outclassed, even in NU. You'll have to think about what Delcatty can even do for the team before you add it.
