What do you mean by 'when'? You can post an MP3 file anytime. Just attach it to your post. But just dont to it in a spammy way.
 
Yeah, and make sure you didn't download it from an illegal program.
Oh, and don't be just attaching it just so you could host it here so you could use it on another website or something. o.O;

Uh, you cant link to something that is illegal.
 
Illegal programs such as Emule, Kazaa, and Limewire. Those are programs that are used to download things, like music, illegally and for free.
