  • Going to move this to competitive team help. Do note though that you'd have to add in some more details for raters for competitive, namely the nature, EVs and so forth. Check the rules to see more on what is required with posting your team.

  • Choice Scarf locks you into the last move you used, so that's a detriment to Baton Passers. That being said, Smeargle and Ninjask do Baton Passing better:
    Smeargle:
    -Spore
    -Shell Smash
    -Baton Pass
    -Ingrain/Taunt
    Nature: Jolly/Timid
    EVs: 80 HP/96 Def/80 SDef/252 Spe
    Item: Focus Sash
    Ability: Own Tempo

    Ninjask:
    -Substitute
    -Baton Pass
    -Protect
    -Toxic/Swords Dance
    Nature: Impish/Bold
    EVs: 248 HP/236 Def/24 Spe
    Item: Leftovers/Mental Herb
    Ability: Speed Boost

EQ is redundant on Lucario and it needs some extra power in the form of Life Orb. While its defenses are low, its typing compensates by giving it useful resistances:
    -Swords Dance
    -Close Combat
    -ExtremeSpeed
    -Crunch/Shadow Claw/Ice Punch/Bullet Punch
    Nature: Adamant/Jolly
    EVs: 4 HP/252 Atk/252 Spe
    Item: Life Orb

    or
    -Nasty Plot
    -Aura Sphere
    -Dark Pulse/Shadow Ball
    -Vacuum Wave/Hidden Power (Ice)/Dragon Pulse/Psychic
    Nature: Modest/Timid
    EVs: 4 HP/252 SAtk/252 Spe
    Item: Life Orb

    or
    -Agility
    -Close Combat
    -Crunch/Shadow Claw
    -Ice Punch
    Nature: Adamant
    EVs: 4 HP/252 Atk/252 Spe
    Item: Life Orb

Gyarados appreciates the freedom of switching moves, considering its good type coverage:
    -Dragon Dance
    -Waterfall
    -Stone Edge
    -Earthquake/Bounce
    Nature: Adamant/Jolly
    EVs: 4 HP/252 Atk/252 Spe
    Item: Life Orb/Lum Berry

    or
    -Rest
    -Sleep Talk
    -Waterfall
    -Roar/Dragon Tail
    Nature: Impish
    EVs: 248 HP/252 Def/8 SDef
    Item: Leftovers
    Ability: Intimidate

Flamethrower is the superior option over Psychic on Blissey; Steel Pokémon are more important for Blissey to deal with than Fighting Pokémon, as the latter type easily takes out Blissey regardless. Also, the preferred nature and EV spread is Calm with 4 HP/252 Def/252 SDef.

Chandelure is somewhat fast enough that it has no need for Trick Room. And why isn't Shadow Ball on there? Heat Wave is better in doubles/triples. Also, Volcarona is better in standard play than Chandelure because while it's slightly weaker, it has better Speed and special bulk to compensate:
    -Quiver Dance
    -Fire Blast/Fiery Dance
    -Bug Buzz
    -Hidden Power (Ground)/Giga Drain/Substitute
    Nature: Timid/Modest
    EVs: 252 SAtk/4 SDef/252 Spe
Item: Life Orb/Lum Berry/Leftovers (last item must always be used with Sub)

    or
    -Quiver Dance
    -Fire Blast/Fiery Dance
    -Bug Buzz
    -Roost
    Nature: Timid
    EVs: 240 HP/252 Def/16 Spe
    Item: Leftovers

    or
    -Quiver Dance
    -Fire Blast/Fiery Dance
    -Bug Buzz
    -Rest
    Nature: Modest
    EVs: 160 HP/236 SAtk/112 Spe
    Item: Chesto Berry

Air Balloon > Shuca Berry on Metagross:
    -Stealth Rock
    -Meteor Mash
    -Pursuit
    -Earthquake/Hammer Arm
    Nature: Adamant
    EVs: 252 HP/96 Atk/160 SDef
    Item: Leftovers/Lum Berry/Air Balloon

    or
    -Meteor Mash
    -Bullet Punch
    -Earthquake
    -Zen Headbutt/ThunderPunch/Ice Punch/Pursuit
    Nature: Adamant
    EVs: 164 HP/252 Atk/92 Spe
    Item: Choice Band

    or
    -Agility
    -Zen Headbutt
    -Earthquake
    -Meteor Mash/Ice Punch
    Nature: Jolly/Adamant
    EVs: 4 HP/252 Atk/252 Spe
    Item: Life Orb

    or
    -Meteor Mash
    -Hidden Power (Fire)
    -Grass Knot
    -Earthquake/Zen Headbutt
    Nature: Naughty
    EVs: 252 HP/228 SAtk/28 Spe
    Item: Life Orb
