I'm not sure of what exactly can't be used, but yes, you're able to use japanese symbols in usernames; though since yes, you would have to type in whatever symbols you used (or copy/paste them), you might want to be careful about using them.

You may use any character in a username, but you'll have to type those characters every time you login. This means that you'll have trouble logging into an account from a device that doesn't support Unicode characters or all languages. And, most modern operating systems will come with language packs to enable viewing, so it wouldn't really matter.

It was June 11th by the old policy, so, with the new one in effect you are able to change your name again now.

Four months, now. And yes, when it comes to things like capitalizing letters, there's no time limit at all on those.

I didn't even notice the suggestion was put into effect. Well, now users can become more spontaneous and change their username along with their mood every 4 months.
