Jolteon is outclassed by other Electric Pokemon in OU such as Wash Rotom and Thundurus (both formes) because both have better utility moves and/or coverage:

    Wash Rotom:
    -Volt Switch
    -Hydro Pump
    -Will-o-Wisp
    -Pain Split/Rest
    Nature: Bold
    EVs: 248 HP/216 Def/44 Spe
    Item: Leftovers/Chesto Berry

    or
    -Volt Switch
    -Hydro Pump
    -Thunderbolt/Will-o-Wisp
    -Trick
    Nature: Timid/Modest
    EVs: 4 Def/252 SAtk/252 Spe
    Item: Choice Scarf

    Incarnate Thundurus:
    Thundurus:
    -Thunderbolt
    -Hidden Power (Ice)
    -Focus Blast/Taunt
    -Thunder Wave
    Nature: Timid
    EVs: 4 Def/252 SAtk/252 Spe
    Item: Leftovers/Life Orb
    Ability: Prankster

    or
    -Nasty Plot
    -Thunderbolt
    -Hidden Power (Ice/Flying)
    -Focus Blast/Psychic/Thunder Wave/Substitute
    Nature: Timid
    EVs: 4 Def/252 SAtk/252 Spe
    Item: Life Orb/Leftovers
    Ability: Prankster

    or
    -Thunderbolt
    -Knock Off
    -Superpower
    -Hidden Power (Ice)/Fly
    Nature: Naive/Jolly
    EVs: 76 Atk/180 SAtk/252 Spe or 252 Atk/4 Def/252 Spe
    Item: Life Orb/Power Herb
    Ability: Defiant

    Therian Thundurus:
    -Nasty Plot
    -Thunderbolt
    -Hidden Power (Flying)
    -Focus Blast
    Nature: Timid
    EVs: 20 HP/252 SAtk/236 Spe
    Item: Life Orb

    or
    -Agility
    -Thunderbolt
    -Hidden Power (Ice/Flying)
    -Focus Blast/Psychic
    Nature: Modest
    EVs: 4 Def/252 SAtk/252 Spe
    Item: Life Orb

    or
    -Nasty Plot
    -Agility
    -Thunderbolt
    -Hidden Power (Ice/Flying)
    Nature: Modest
    EVs: 156 HP/252 SAtk/100 Spe
    Item: Life Orb/Leftovers

Mega Tyranitar should only use Dragon Dance, as it has enough Speed to take advantage of the Speed boost. Its physical prowess is better than its special prowess:
    -Dragon Dance
    -Stone Edge/Crunch
    -Ice Punch/Fire Punch/Crunch
    -Earthquake
    Nature: Jolly
    EVs: 252 Atk/4 Def/252 Spe
    Item: Tyranitarite
    Ability: Sand Stream

Gliscor's best set is this, IMO:
    -Earthquake
    -Toxic
    -Protect
    -Substitute/Knock Off
    Nature: Impish
    EVs: 244 HP/100 Def/160 Spe
    Item: Toxic Orb
    Ability: Poison Heal

Half your team is weak to Water with Arcanine on the team; that's bad, considering how widespread this attacking type is. I'd use a Water resist like Ferrothorn, Goodra, Gastrodon or Amoonguss on the team instead of Arcanine for this reason:

    Ferrothorn:
    -Stealth Rock/Spikes
    -Leech Seed
    -Gyro Ball/Thunder Wave
    -Power Whip/Protect
    Nature: Relaxed
    EVs: 252 HP/216 Def/40 SDef
    Item: Leftovers/Rocky Helmet
    Ability: Iron Barbs

    or
    -Leech Seed
    -Protect
    -Power Whip
    -Stealth Rock/Gyro Ball/Knock Off
    Nature: Impish/Relaxed
    EVs: 252 HP/48 Def/208 SDef
    Item: Leftovers
    Ability: Iron Barbs

    Goodra:
    -Draco Meteor
    -Fire Blast
    -Sludge Bomb/Thunderbolt
    -Dragon Tail
    Nature: Quiet/Sassy
    EVs: 248 HP/252 SAtk/8 SDef
    Item: Assault Vest
    Ability: Gooey/Sap Sipper

    Gastrodon:
    -Scald
    -Earthquake/Earth Power
    -Ice Beam/Toxic
    -Recover
    Nature: Relaxed/Bold
    EVs: 252 HP/252 Def/4 SDef
    Item: Leftovers
    Ability: Storm Drain

    Amoonguss:
    -Spore
    -Giga Drain
    -Sludge Bomb/Foul Play/Hidden Power (Fire)
    -Stun Spore/Clear Smog
    Nature: Bold
    EVs: 252 HP/252 Def/4 SDef
    Item: Black Sludge
    Ability: Regenerator

The only non-Mega Scizor set you should use is Choice Band, since your Mega slot is taken up:
    -U-turn
    -Bullet Punch
    -Superpower/Brick Break
    -Pursuit/Knock Off
    Nature: Adamant
    EVs: 248 HP/252 SAtk/8 SDef
    Item: Choice Band
    Ability: Technician

Hypnosis + Dream Eater is a waste of time; the opponent can just switch to negate Dream Eater. Gengar is better off all-out attacking or predicting with Substitute:
    -Substitute
    -Shadow Ball
    -Will-o-Wisp
    -Disable/Sludge Bomb/Sludge Wave/Focus Blast/Taunt
    Nature: Timid
    EVs: 28 HP/148 SAtk/80 SDef/252 Spe
    Item: Black Sludge

    or
    -Shadow Ball
    -Sludge Bomb/Sludge Wave
    -Focus Blast/Thunderbolt
    -Destiny Bond
    Nature: Timid
    EVs: 4 HP/252 SAtk/252 Spe
    Item: Life Orb/Focus Sash

Electivire isn't really good anymore. It used to be great back in the days of D/P/Pt, but now its too frail and its Speed and power fall a bit short. Blastoise is fine, but it needs to be in its mega form:

    -Blastoise w/Blastoisite
    Nature: Modest/Calm
    Ability: Mega Launcher
    EVs: 248 HP, 252 Sp.Attack, 8 Sp.Defense
Moves: Rapid Spin, Scald/Hydro Pump, Aura Sphere, Dark Pulse/Dragon Pulse

And to add to the long list of Water type resists:

    -Vaporeon w/Leftovers or Lum Berry
    Nature: Bold
    Ability: Water Absorb
    EVs: 248 HP, 252 Defense, 8 Sp.Defense
Moves: Scald, Wish, Protect, Toxic/Heal Bell

For the record, Electivire has always been mediocre, even in DPP. Too weak. Long live Electabuzz!

Anyway, this seems to be an in-game team looking to become competitive? I'd practice on a sim some with your ideal team (perfect IVs etc.) before you actually breed and build it so you know that what you're building is worthwhile. In any case, PlatDude pasted all the sets but I've got to disagree with the recommendations of Gastrodon (what is this accomplishing?) and Goodra (takes hits well but is kind of a do nothing Pokemon, but it's not horrible), but Mega Tyranitar is a really solid building block once you get an idea of what you're running. But it's sort of up to you to figure it all out.

And Smogon's Dex is a great resource which you should utilize. Or whatever form it's in now.
