In Nimbasa City, there is a Ferris Wheel you can ride with an NPC every day after you've beaten Elesa and the entire N ordeal in the story. In Black2/White2, the only requirement is, as I've said already, to beat Elesa. In order to ride the Ferris Wheel, all you need to do is beat the NPC standing by the door to it. Upon defeating them, they will ride it with you. The NPC changes every season, and the NPCs also depend on your gender. In Black2/White, you can also ride the Ferris Wheel with Yancy/Curtis if you have called them enough times and in the right spots.
Did you ride the Nimbasa Ferris Wheel? I actually do this pretty much all the time when I'm playing the Unova games. I don't really know why I do it, it's just relaxing, I guess.
