Oh, dubs just mean substituting the original Japanese voice actors with English voice actors. Subs = subtitles. Dubs = voices. :P

...not really, the story is a bit different and more violent in Jap...I've seen an episode on youtube of it...

Well the situation is this: 23400 was surpassed thanks to the big battle between Krafty Quill and Ravena. Ravena is just a girl who came back from her trip in Tokyo a while ago. :P
