For me, though, it'd be Takkoman. Fantastic piece of Action-Platforming right there. Music's surprisingly great considering how liberal the remixes are and the number of originals.
I think people who think it's nothing like Xenoblade haven't seen enough.
It's a lot like Xenoblade, it just builds on its concepts heavily and adds even more Xeno flare (a la Xenosaga and Xenogears). It's a great form of evolution, I'd say.
Uh, excuse me, but HRtP was definitely the best Touhou.
It was filled with obscurity, dark themes, and uniqueness, all of which is highlighted by the lack of text that creates a feeling of curiosity in the player and breeds examination and thought as to who the adversaries are, why we fight them, and what their motives are. It is with this that the game is truly fantastic, as we see these different youkai, each with different implied paths and statuses, gradually stepping up in power until we come across these Godlike beings that are terrifying thanks to the very nature of their obscurity.
Now it's all "Reimu's a lazy shrine maiden lazing around when suddenly there's an incident! Reimu sets off to make friends." HRtP best 2hu.
