Well 9/10 American comedy series/comedians are terrible.

It's really a combination of those things. Hearing comments about like "TV is trash" or "There's never anything good on" are become more and more prevalent (and the mortality rate for new shows is pretty scary), made worse by the fact that, in recent years, more and more long-running popular shows have been coming to an end (that I've seen, at least). With the rise of these convenient services that even produce their own series (one of the most popular examples being Netflix's Orange is the New Black), people are moving on.

Not everyone, of course. This isn't some "end of TV" BS, millions upon millions still watch TV for entertainment, to unwind, or just because it's the easiest and most common sense medium.

I'm in the ''we are in a brilliant era for tv'' camp tbh. I'm quite a fan of a lot of big budget Yank dramas we've been given over the last 15 years.
 
I can understand that. Lately-ish I've seen dramas (Fiction, Action, Fantasy, or otherwise) that are practically movie quality, it really is something. I haven't watched many myself except the non-cable Orange is the New Black, but I can certainly see the appeal.

And I'd be hardpressed to say that things are getting worse. As far as cartoons go (purely Western, disregarding anime), we have these shows that completely enrapture older crowds such as Adventure Time, Gravity Falls, Over the Garden Wall, and Steven Universe- all because they realize that anyone can enjoy cartoons and they don't treat kids (and their other viewers, who make up a good chunk and they know this) like they need constant stupid hijinks and can't take a little heartbreak, delving into actual issues. I actually really enjoy these shows, and as much as I liked the stuff when I was growing up...kids today don't know how good they have it.

I tried OITNB a while ago, would probably have loved it if I was a 16 year old female. It's basically Tumblr humour for the most part. In fact I bet you can find a majority of that show in 4 second second gifs on Tumblr.

A lot of newer cartoons are actually really, really good.

Too bad I don't have any of the good cartoon channels. :c
