Actually sometime last year something like this happened to xbox live and it took a lot longer because everyone was trying to connect to xbox live every 5 minutes.

Stunfisk was the mascot of PokéCommunity database erorrs. If PC had a database error (likely due to downtown or something else), this screen would appear.
