Well to be honest, I think those mentions of levels were just mentions of how powerful it was, not game level wise.. it only mentioned levels in the dubs anyway, they were probably mistranslations.I don't know what Pikachu's level is.. but in every new region he experiences a level reset one way or the another.
Also, I don't think that the concept of levels is applicable to the Anime. But I have heard people in the Anime speak about it. And it isn't even possible for us to figure out Pikachu's level on the basis of moves learned as Pikachu knows many TM moves as well as moves in the Anime aren't necessarily following the game mechanics.

I never said that Pikachu had less experience, did I? Pokemon battles are full of uncertainties and I don't think that Ash even used all those six moves. Tsutaja must be a little faster to evade Pikachu's attacks.

Even if that is true Pikachu would still have had more battle experience and those other moves to beat Tsutaja.
