Why can't i challenge the gym leader in violet city falkner??? I finished the event in ruins of alph already. Tnx

I'm guessing that you have to complete Sprout tower first. But why is this in the ORAS topic?

You have to have beaten your rival and the Elder at the top of Sprout Tower. After those events, you should be able to challenge the Gym Leader.
