I found the Tm for Draco Meteor at the TM game. It cost me around 20,000 poke to get it, (I wasn't even trying to get it, I don't remember which TM it was but i think it ends in a 5).

your ground type dragon is your strongest pokemon, just managed to beat it. its speed makes it insane
