1st Gen PP usage after enemy faints?

This is probably a very noob question but I was never one for stats or strategy when I play...

Does anyone know if when you select a move in battle, the PP for that move will still be counted if the enemy faints before the move happens? I have a tendency to used leech seed a lot and the target dies from that before I finish attacking. It's not a big deal, I was just curious. I've been playing since RBY and still don't know things like this.

I think, in later generations, yeah, PP is consumed if a Pokemon uses a move, even after a Pokemon faints. It'll say "but there was no target" or "but it failed". Although, I'm not sure about generation I. It probably is that way in generation I also, I'd assume.
