Well actually I just checked and I already have 2 lv1 Bulbas so I'll take one and head for the WFC.

You just need that wonderful thing named "soothe bell", attach it to Eevee, and walk, and walk, and walk with it. And when it loves you, just give him a Rare Candy, and you'll have a Espeon lvl2 ^^
That can be done while making and hatching eggs.
