Well I like the effects in the banner itself.. but honestly Ichigo looks really awkward there. XD;
The little ^ symbols just seem so out of place.. if you want my opinion on it, they should probably go.
But overall, good signature, I like it. :3

Well first of all the icons are awesome, and I like the American flaggish color scheme you have going on above them.
However I think the whole signature would be more eye catching if it was indented a bit to the left.
But that's just my personal taste speaking.
